About this job:

The Sino-German Cooperation on Low Carbon Transport (CLCT) of GIZ in China looks for a Technical Advisor to join our highly-motivated and highly-skilled team in Beijing. As a Technical Advisor (TA), you will be part of a team that supports Chinese and German policy makers in relevant governmental authorities to be equipped with effective and efficient strategies to strengthen the development of climate-friendly freight transport and passenger transport. Particularly, we are looking for a technical advisor who supports our work in sustainable freight transport, e.g. intermodal transport policies and implementation, evaluation of new freight technologies regarding sustainability, emission accounting of logistics operators.

The project is funded by the German Federal Ministry for the Environment, Nature Conservation, and Nuclear Safety (BMU) and jointly implemented by Department of Transport Service, Ministry of Transport (MoT) and GIZ. For more information on our project activities, you can visit our blog

Job description:

In our project “Sino-German Cooperation on Low Carbon Transport” based in Beijing, we look for a highly-motivated and experienced (>3 years) Technical Advisor in sustainable freight transport, starting in December 2018.


Your main responsibilities are:

  • Independently develop, implement and evaluate policies, strategies and concepts on sustainable freight transport (e.g. intermodal freight, emission quantification, new transport technologies)
  • model impacts of transport on climate change and greenhouse gas emissions
  • Provide professional advisory service on freight transport management and
  • Develop new project activities (e.g. new efficiency strategies for freight, fuel standards for freight)
  • Provide up-to-date policies analyses and information on developments of sustainable urban transportation in China and other countries
  • Create and disseminate knowledge, including reporting and international conferences, as well as within GIZ China and globally


General duties include:

  • Planning with and supervision of short-term experts to further project expertise
  • Documentation of relevant to the project/programmes for publications and progress reporting to partner
  • Communicating with partners and stakeholders, building and maintaining strong relations with national and international institutions
  • Assisting in implementation of other plans/project/programmes for which the Project/Programme Director is responsible
  • Support the procurement of services and facilities
  • Translation/interpreting
  • Supervision of assisting staff assigned to project/programmes (e.g. interns, etc.)
  • Assuming responsibility for cross-project/programme tasks; collaboration in higher-ranking taskforces

Our requirements for the ideal candidate are:

  • You are an expert in your field
    • with a relevant university degree, e.g. in transport economics, engineering, environmental management or logistic management
    • with at least 3 years of relevant professional work, ideally in an international environment
  • You are a strong team-player who works reliably, pro-actively and follow-through with your commitments
  • You are open-minded, curious and willing to learn
  • You have some project/programme management experience
  • You are an excellent master of MS-Office and ideally other some programming
  • You speak fluent Chinese and English (knowledge of German is a plus)
