Job description:

The Team “Society and Labor” of GIZ implements Sino-German projects in the Vocational Education and Training (VET) sector in China and promotes market entry and investments of German companies in China in the framework of public-private partnerships. The goals of the vocational training projects are to operationalize the National Qualifications Framework, improve the quality of training and establish an independent assessment and certification system in colleges and universities. Current public-private partnerships exist in the sectors VET and healthcare.

Your tasks

  • Key account manager for selected Chinese partners and public customers
  • Active acquisition of new projects in China by identifying business opportunities including tracking of early ideas and priorities of relevant actors
  • Preparation and submission of technical and financial proposals in close cooperation with GIZ China and Headquarters including identification of experts and partners, preparation of methodologies, fact finding and research necessary for proposal writing and project design
  • Building up networks and connections to other programmes within GIZ as well as projects supported by other donors, private sector and the national and provincial governments
  • Development of strategies and concepts for the development of the VET sector in China as well as public-private partnerships
  • Coordination, monitoring and implementation of running projects in an economical and demand-oriented manner
  • Planning and monitoring of capacity development activities to support the collection of labor market information, VET planning, teacher and principal training and assessment procedures
  • Supervision of a team of international and national staff
  • Reporting and monitoring of business development activities and project implementation towards the German headquarter
  • Document project references, case studies, success stories, lessons learned and other knowledge-products
  • Update the GIZ knowledge management system with relevant documents

Requirement:

Your profile

  • University degree in Economics, Social Science, Education Science or Engineering
  • Team player with a proactive and client-oriented approach to the tasks
  • Excellent communication and presentation skills
  • 10 – 15 years profound experience in project management and the implementation of complex projects in the international cooperation
  • Profound experience in government relationship
  • Technical experience in VET is of advantage
  • Profound experience of leadership and high social as well as intercultural competencies
  • Strong capacity to identify new projects and business opportunities
  • Experience in the management of PPP (public private partnership) projects is of advantage
  • Willingness to travel frequently outside of Beijing
  • Very good command of English necessary, Chinese (native), German of advantage
  • Very good working knowledge of ITC technologies
