Global Project Quality Infrastructure

On behalf of the Federal Ministry for Economic Affairs and Energy (BMWi), GIZ implements the Global Project Quality Infrastructure (GPQI). Through GPQI, BMWi conducts policy dialogues on QI with strategically important trading partners. The project serves as facilitator for political and technical dialogues as well as information hub about current developments in QI.
In China, GPQI supports several high-ranking Sino-German dialogues that address matters of standardization, certification, product safety and market access. Main partners to the project are ministries and government authorities in both countries as well as private sector institutions such as trade associations, research institutes and companies.

We are looking for a highly-motivated and professional team player with an excellent command of Chinese, German and English (written and spoken), and first working experience in the field of international and government relations and/or the private sector. The successful candidate will be supporting the implementation of project activities with private and political partners technically, logistically and administratively.

Job Description

The China component of the Global Project Quality Infrastructure (GPQI) based in Beijing offers a position as Project Officer starting at the earliest date possible. The successful applicant will be supporting the team in facilitating Sino-German political and technical dialogues on international trade and innovation. The position requires pro-active and professional communication internally and externally with Chinese and German government institutions as well as relevant industry associations and enterprises within the framework of the dialogues. Due to the international nature of our project, well-developed interpretation and translation skills in German, Chinese and English are required.

 

Task Profile

1. Project Implementation

  • Technical and organisational support for the political dialogue and related cooperation activities of government and private sector partners;
  • Administrative support in procurement and contracting of services required for the implementation of project activities.

2. Translation, Interpretation (Chinese/German/English)

  • Translating reports, meeting minutes, presentations, news and other documents;
  • Consecutive interpretation during official government meetings and workshops.

3. Political Advisory, Partner Management and Networking

  • Assisting the team in developing a strategic approach for bilateral cooperation on specific QI areas and topics through knowledge gathering and research, drafting of reports and briefings;
  • Active monitoring of partner networks, identification and development of new partner relations.

4. Conceptual Planning and Implementation

  • Supporting the team in identifying and analysing important new topics and developments in the sector and conceptualising related activities;
  • Assisting the Project Manager in planning and managing the implementation of cooperation activities and the involvement of all public and private sector stakeholders.

5. Reporting

  • Support the reporting of important developments and the overall implementation status of the project to the political stakeholders.

6. Knowledge Management

  • Support the reporting of important developments and the overall implementation status of the project to the political stakeholders.
  • Supporting innovation and knowledge management in the project as well as the project documentation in form of progress reports and other project documents according to GIZ and its commissioner’s requirements.
Requirement:
  • Bachelor or Master degree in an area related to the project’s topics, e.g. economics, international relations, business administration, public policy, engineering etc. and a focus on German language studies;
  • 1-3 years professional experience in the private sector or government; experiences in government relations and/or business relations respectively are considered a strong asset;
  • Excellent organisational skills; efficient, accurate and high quality delivery of all work-related output;
  • Excellent interpersonal and communication skills;
  • Fluency in Chinese, German and English (written and spoken) is required;
  • Very good working knowledge of IT and communication technologies and relevant computer applications (e.g. MS Office);
  • High work ethics, reliable and motivated, able to handle multiple simultaneous assignments with competing priorities under the condition of tight time schedules and fixed deadlines.
