Technical Assistance to the project Sustainable Urbanization Europe China eco-cities link (EC LINK)

EC-Link is a EU funded project implemented by GIZ, aiming at knowledge exchange between Europe and China in the field of urbanization and development. EC-Link is the only cross-sector interdisciplinary platform between China and Europe on urbanization.

  • It works with municipal governments to pilot low-carbon solutions for tomorrow’s eco-cities,
  • Provides access to European excellence in planning for sustainable urban development,
  • Creates a unique knowledge base to scale-up best practices and support China’s New Urbanization strategy.

 

The project has received high-level government endorsement in both Europe and China as part of the EU-China Partnership on Urbanization, a broad political initiative promoting the development of adequate solutions for sustainable urban development. The services, technical assistance, and expertise provided by EC-Link assist the Ministry of Housing and Urban-Rural Development in shaping a national ecological and low-carbon framework, and helps Chinese municipalities with their own ecological, low-carbon urban development.

During its five years of implementation, EC-LINK has had the opportunity to accompany Chinese cities in their rapid urban development and to assist them in their constant growth in environmental awareness. Thanks to the close collaboration with beneficiary Ministries and local HURDs, as well as a constant city-to-city dialogue, EC-LINK has been able to introduce the necessary course corrections to develop a more effective approach to supporting Chinese cities and to adapt the implementation of its activities to their needs.

For the project implemented by GIZ International Services, we are looking for a Project Officer (technical) from the earliest possible date.

General Responsibilities:

  • Provide efficient management support to the EC Link key experts by engaging with local counterparts on planning activities, logistics for meetings and travel, and follow-up on information requests
  • Provide language interpretation and written translation support to the team Key expert
  • Manage the organization of project sponsored events like training sessions, communications events, and project conferences. Assist non-Key Experts in their exchanges with Chinese counterparts.
  • Support the ITAT (International Technical Assistance Team) in the development and implementation of project activities.
  • Maintain smooth communication with European and Chinese project partners.

 

Specific Tasks:

  • Support the design and implementation of activities such as workshops, trainings, training of trainers for Project’s cities network.
  • Support the contracting and supervision of national short-term experts;
  • Support the ITAT (International Technical Assistance Team) in e.g. research and preparation of information, review of reports and studies done by short-term experts etc.;
  • Support the ITAT (International Technical Assistance Team) in maintaining smooth networking between Chinese and European Cities.
  • Prepare short documentations as knowledge product (such as short papers on main treated topics);
Requirement:

Required Qualifications:

  • BA degree from a recognized university, preferably with background in Urbanization
  • Minimum 5 years of professional experience in international program management
  • Experience working with the Chinese Government and familiarity with MoHURD’s responsibilities at national and provincial levels
  • Excellent presentation and representation skills, mature judgement, team player
  • Excellent spoken and written English skills
