The Industrie 4.0 Learning Platform Project (LP4.0) – A DeveloPPP.de Strategic Alliance Project

The LP4.0 project is a Strategic Alliance Project (STA) established under the DeveloPPP.de programme introduced by the German Federal Ministry for Economic Cooperation and Development (BMZ). The goal of the programme is to pool resources from governments, private sectors as well as academia together for the attainment of specific development goals in developing/emerging and under-developed countries through joint-efforts. As the official implementation body, GIZ is responsible for the development and management of the projects.

The LP4.0 project was conceptualised against the background of the existing and potential employability pressure for mid- to low skilled workers in a fast-transforming manufacturing sector in China. Therefore, the project aims at enabling workers to operate in an increasingly digitalized manufacturing environment in manufacturing-intensive regions in China through the development and promotion of an interactive online learning platform with blended on-site trainings. The project duration is 3 years (with possibility of extension) and currently involves partners from various fields such as SAP, IAIT, Fraunhofer IFF, GAMI, Beijing Jingcheng Machinery, and MIITEC (a training arm of the Chinese Ministry for Industry the Information Technology).

The LP4.0 project works closely with the Sino-German Industrie 4.0 Project, which manages and facilitates the political dialogue between the German Federal Ministry for Economic Affairs and Energy (BMWi) and the Chinese Ministry of Industry and Information Technology (MIIT) on Industrie 4.0 / Intelligent Manufacturing.

Job description:

We are looking for a highly-motivated and professional team player with an excellent command of English and Chinese (written and spoken), with German as a strong asset, as well as experiences working in fields such as project management, international relations, or business consulting.

The main task of the position is to support The Industrie 4.0 Learning Platform Project (LP4.0). The successful candidate will support a range of project management, private-sector cooperation and partner management tasks under the supervision of an experienced Project Manager. These include project development and management, partner management and communication as well as planning and organisation of project activities in close collaboration with government, academia and companies.

The LP4.0 Project, based in Beijing, offers a Project Officer position for a period starting as soon as possible. The position requires pro-active and professional communication with Chinese and German government institutions, industry associations and enterprises within the framework of the LP4.0 project as well as the political dialogue.

Your tasks:

Project Management

  • Supports the project manager in the planning, monitoring, and control of the project.
  • Supports in the development and implementation of project operational plan, partner communication strategy and performance monitoring tools
  • Plans and organises project-related events and activities.
  • Conduct procurement and contracting of services required for the implementation of project activities.
  • Assists in preparing and managing the project documents for reporting purposes.
  • Assists in the acquisition of new project and expansion of existing project scope.

Partner Management and Networking

  • Active monitoring and management of partner networks, identification and development of new partner relations.
  • Communicates on a regular basis with partners for project progress updates, information collection and expert inputs.
  • Schedules and plans communication with partners according to specific project needs.
  • Moderates discussion with partners / experts when needed.

Project Knowledge Management

  • Supports project documentation such as Project Progress Reports, Cost Sheet updates and other related documents to fulfil BMZ’s and GIZ’s requirement.
  • Systematic compilation and storage of project-related information and data for internal and cross-project knowledge enhancement.

Project-related Supports:

  • Interpret / translates for partners /experts during events and meetings.
  • Translates project documents for reporting and information needs.
  • Logistic arrangement and programme coordination.

Requirement:

Your profile:

  • Bachelor or Master degree in relevant fields, e.g. Business Administration, Project Management, Training and Education, and International Relations;
  • 2-4 years of professional experience in the private sector, government or international organization; experiences in private sector cooperation and/or business consultancy are considered a strong asset;
  • Excellent analytical skills; efficient, accurate and high-quality delivery of all work-related output;
  • Inquisitive and willing to accept new challenges;
  • Possess quality and flexibility to work in a fast-changing work environment;
  • Familiar with Project Management methodologies and tools (e.g. Microsoft Project) is considered a strong asset;
  • Excellent interpersonal and communication skills;
  • Fluency in Chinese, English (written and spoken) is required; Proficiency in German considered a strong asset;
  • Excellent command of IT and communication technologies and relevant computer applications (esp. MS Excel and PowerPoint);
  • High work ethics, reliable and motivated, able to handle multiple simultaneous assignments with competing priorities, under the condition of tight time schedules and fixed deadlines.
