Global Project Quality Infrastructure

On behalf of the Federal Ministry for Economic Affairs and Energy (BMWi), GIZ implements the Global Project Quality Infrastructure (GPQI). Through GPQI, BMWi conducts policy dialogues on QI with strategically important trading partners. The project serves as facilitator for political and technical dialogues as well as information hub about current developments in QI.

In China, GPQI supports several high-ranking Sino-German dialogues that address matters of standardization, certification, product safety and market access. Main partners to the project are ministries and government authorities in both countries as well as private sector institutions such as trade associations, research institutes and companies.

About this job:

The Sino-German Quality Infrastructure Project, based in Beijing, offers a position as Project Coordinator starting at the earliest date possible. The successful candidate will be responsible for a comprehensive range of tasks in project management as well as industry and government relations. Conceptual planning and result-oriented implementation of cooperation activities, as well as strategic advisory tasks to the political dialogue are at the core of this position.

The position requires pro-active and professional communication internally and externally with government institutions as well as relevant industry associations and enterprises. Due to the international nature of our project, well-developed communication skills in Chinese and English are required. German skills are considered a plus. Furthermore, the ability to research, analyse and present information about the most recent political developments is as necessary as good project management skills for the organisation and implementation of technical seminars and political dialogues are.

The recently restructured Chinese government landscape, especially regarding technical trade regulation, offer the successful candidate an outstanding opportunity to develop into an expert in quality policies, market access and international cooperation, while strengthening and building up on a well-established network in politics and industries.


Task Profile:

Government Relations and Partner Management:

  • To liaise with Chinese governmental authorities and public institutions, provide technical and organisational information, advise and support bilateral dialogues with the German government.
  • To liaise with German and Chinese manufacturers and associations, align topics and activities, provide advisory and support for the bilateral dialogues.
  • To actively monitor the partner landscape and identify relevant new partners and topics. 


Strategic Planning and Implementation:

  • To plan and coordinate the implementation of activities related to the bilateral cooperation in quality infrastructure and trade regulation with a strong focus on results achievement.
  • Prepare briefing notes and speaking points for political dialogues.


Policy Analysis, Reporting and Knowledge Management:

  • To support the development of a strategic approach for the bilateral cooperation in quality infrastructure and trade regulation, incl. the identification and analysis of important new policy and regulatory developments.
  • To contribute to documentation and reporting of the overall implementation of the project towards governments and project partners.
  • Masters/MSc/MA in a relevant field, e.g. economics, business engineering, international relations, law, etc.
  • 4-8 years professional experience, preferably in business or government, with at least 1 year professional experience in a comparable position.
  • Fluency in Chinese and English (written and spoken), good German skills are considered a plus.
  • Excellent interpersonal and communication skills.
  • High work ethics, reliability, self-motivation and initiative. The successful candidate must be able to independently handle multiple simultaneous assignments with competing priorities and fixed deadlines
  • Excellent organisational and project management skills. Efficient, accurate and high-quality delivery of all work-related output.
  • Very good working knowledge of common IT and communication applications.
