Our client, the Heinrich Boell Foundation (‘the Foundation’ or ‘HBS’) is a German political foundation based in Berlin and forms part of the German green movement. The Foundation operates more than 32 offices world-wide. Their main tenets are ecology and sustainability, democracy and human rights, and social justice. The Foundation is in the process of opening a new regional office in Wong Chuk Hang, Hong Kong. ‘Heinrich Boell Foundation, Asia Global Dialogue’ will focus on identifying technological, societal trends and larger environmental and economic developments in the wider Asia region and provide interested audiences in Germany and Europe with relevant analysis and opportunities for learning and exchange.

The Foundation receives its funds from the German Federal Ministry for Economic Cooperation and Development (BMZ). On occasion, it receives funds from third-party funders, such as the European Union.

About this job:

We are seeking a full-time Finance Coordinator for our client to perform a range of tasks that facilitate the smooth running of the newly established office including book-keeping, managing financial transactions involving petty, cash, day-to-day expenditures and grants-making; managing the pay-roll, providing financial planning and projections; monitoring the annual budget, ensuring compliance with auditors, financial regulations and restrictions; and ensuring legal compliance with relevant financial legislation.

Responsibilities and tasks

Financial management

  • Is responsible for book-keeping.
  • Manages financial transactions involving petty, cash, day-to-day expenditures and grants-making.
  • Oversees the receipt of funds on an on-going basis, and effectively ensure their expenditure according to the HBS financial systems, policies, and financial regulations of the BMZ and other potential donors.
  • Assists in the budget preparation of the respective programmes.
  • Ensures that expenditures are monitored and that adequate financial reports are prepared.
  • Monitors, identifies, and communicates over- and under-expenditures to Director.
  • Manages the pay-roll.

Financial reporting

  •  Prepares quarterly requests for funds and financial reports for HBS Head Office.
  • Prepares annual financial reports.
  • Prepares any additional accounting information required for financial reporting to HBS Head Office.
  • Liaises with internal and external auditors and ensures compliance with auditing requirements within the schedule provided by HBS.

Project partners and auditors

  •  Confers with project partners to ensure that required regulations, documentation and reporting are followed.
  • Provides instruction and responds to project partners’ questions relating to budgeting, relevant financial regulations, and financial reporting in collaboration with the responsible programme coordinators.
  • Identifies budget issues, provides alternative solutions, and resolves problems.
  • Monitors the quarterly financial reporting by the project-partners.

Legal compliance

  •  Ensures adequate legal compliance as laid down by relevant legislation.
Requirement:
  • Minimum of 3 years of accounting financial coordination work experience.
  • Tertiary education or above in accounting and finance areas or LCCI level 2 quali
  • Fluency in English and Cantonese (written and spoken) is essential
  • Experience in the non-profit sector would be an asset.
  • Experience and networks in public accounting or public-funded projects is an advantage
  • Proficiency in MS Word, Excel, and relevant accounting software applications
  • Attention to detail is required. The ideal candidate will work pro-actively and is able to perform and prioritize multiple tasks
  • The applicant must be eligible and authorised to work in Hong Kong.
